Each SIGN is ruled by a PLANET.
Each HOUSE is ruled by a SIGN.
The PLANETS do not have any other rulers except themselves.
In astrology, if one is ruled by something else, it simply means that those two things share a special connection and will have similar qualities. Technically, there is an order to both the houses and the zodiac signs and that is 1-12.
The planets, however, do not actually have an order. They move at separate speeds, are separate sizes, have separate gravitational pulls, etc. When it comes down to it, it seems as though it is actually the planets that rule astrology itself rather than astrological/zodiac signs.
Why?
Because the locations of the planets are the thing that the signs and houses both need to exist. The signs and houses couldn’t live without the planets, but the planets are always fine on their own.
Planets don’t rule the houses. The signs do, but the signs are ruled by the planets. Therefore, they’re all quite connected.
Naturally, they occur in this order:

| Neptune | Pisces | 12 |
To put it simply, if you have many of your planets in your ninth house, you’re probably fiery, fun, and happy-go-lucky like a Sagittarius with Jupiter at your side.
If you’re sun is in Pisces, but is in the tenth house, you’re probably a much more serious and hard-working Pisces because you’ve taken up some Capricorn/Saturn traits as well.
If you’re ruling sign is Pluto because your first house is in Scorpio, death, sex, mysteries, shadows, darkness, what is taboo. secrets, and everything else that is found in the 8th house is probably going to be how you have or do identify yourself as an individual OR are often interpreted as such, preemptively, by others.
